Detention Services

 

Juveniles will be held in custody in accordance with Oklahoma State statutes/Office of Juvenile Affairs Administrative Code and shall comply with applicable regulatory agencies standards/regulations. The Tulsa County Juvenile Detention Home is a secure temporary setting with a program atmosphere including education, recreation, healthcare, child nutrition and individual and group counseling. The program is closely supervised with clear guidelines of expected and appropriate behavior from juveniles detained, pending court hearings, disposition or placement.

Mission Statement

The Tulsa County Board of County Commissioners restructured the Tulsa County Juvenile Detention Home to provide a secure, structed environment that promotes accountability and personal growth through proven measurable programs, education and mental health support to those young individuals in conflict with the law.

Program Overview

The Program Overview at the facility is best defined through our programmatic approach, reward through accomplishment, accomplishments through knowledge, knowledge through education. Education begins in the admission process, where the in-depth orientation is initiated. Admission staff review the Resident Handbook with the juvenile, ensuring each area is reviewed and discussed regarding rules, rights, responsibilities and programs.

Sanitation and Hygiene

The expectation of the sanitation and hygiene, to include personal and facility is addressed through orientation and expected practices are encouraged throughout the confinement of the juvenile.

Incentives for Positive Behavior

As a part of encouraging positive behavior, the facility has an incentive program that provides residents with opportunity to demonstrate productivity, cognitive training, positive attitude, team building and commitment to offered programs.

Recreation

The facility provides organized recreation, scheduled and supervised by a team of recreation staff. Activities incorporate both our gymnasium and outdoor recreation area. Opportunities encompasses a range of both physical and sedentary activities with a large number of games, equipment and art supplies.

Facility Schedule

Juveniles are required to participate in programming at a minimum of 12 hours a day, which include education, library services, individual and group therapy, physical education and evening activities. The food service staff provide three meals a day that meet or exceed the national food service standards as well as comply with the Child Nutrition Program for the state of Oklahoma.

Education

Education is a mandatory requirement and is a priority in our programming. Education and curriculum are contracted through Tulsa Public Schools and attendance is submitted to the Education Service Center, so student receive credit for days in school. Many phases of academics and learning are provided at the individuals student’s level. Night and Summer school are also available. The Education program provides testing, assessment and tutoring to assist students in reading skills and math.

Library

Libraries are available on each housing unit, with access during leisure and evening activities. A literary review committee assesses books prior to them being placed in the living area libraries. Additionally, Tulsa Public Library provides services through the Education Department as an interlibrary loan program.

Resident Tablets

Tablets are available for residents to resource additional library services, movies, educational and social programs.

Healthcare

Healthcare is available onsite seven days a week, 12 hour a day by the contract Healthcare provider. Services include nursing staff, Advance Practice Registered Nurses and Physicians. Medications are administered by residents as prescribed by a provider. Local hospitals and ambulances services are available for emergency care and after hours to ensure 24-hour coverage. Additionally, onsite direct care staff are trained in First Aid, AED and CPR.

Telephone Calls

Each resident is allowed to make two telephone calls upon admissions and two calls weekly throughout their confinement. Calls are restricted to attorney of record, courts, assigned case/social worker, and legal guardians.

Mail

Resident’s may write two letters each week and stamps are provided at no cost to the resident and/or family. Family members mail stamped envelopes to the resident upon approval of the request. There are no limitations on the number of letters residents may receive. All letters, incoming and outgoing, will be check for contraband in the presence of the resident, to whom the mail piece is addressed.

Visitation

All visitors will be searched to ensure our mission and resident’s safety is addressed, be eliminating the introduction of contraband.

Visitor Registration Form

Regular Visitation:  Visitation is restricted to authorized parents/legal guardians, clergy.  Residents will have unimpeded access to their attorneys. 

Visits must be requested via this website (place link here) and scheduled by the Wednesday prior to that weekends visitation.

Visits are scheduled in 30-minute intervals, each Saturday and Sunday from 1:00 p.m. – 4:30 p.m.

Special Visitation: Visitation with a resident by relatives other than parents or legal guardians is “special visitation.” Such visitations are scheduled by and supervised by the assigned court counselors and/or authorized by detention staff.  These visits will be conducted on Monday through Friday during regular business hours (i.e., 8:30 a.m. ― 4:00 p.m.).  No minor children will be allowed to visit without proof of guardianship (e.g., birth certification, court order of custody, etc.).

Rules for Visitation

Upon entry, all visitors must register at main control. The Tulsa County Juvenile Detention Home may terminate a visit at any time and reserves the right to deny entry to any person believed to be a threat to the safety and security of TCJDH.

  1. No smoking, food or drink.
  1. No items will be allowed into the visitation area to be provided to the resident during visitation.
  1. Any violation of the rules governing visitation will result in immediate suspension of current and future visitation privileges.
  1. All visitors will be searched prior to the visit.
    1. Visitors will be searched by hand-held scanning device and stationary scanning device (metal detector). Persons unable to successfully pass through will be denied.
    2. Visitors who have a medical issue preventing pass-through may provide a valid medical card or they will be referred to the supervisor.
    3. All searches will be conducted in a dignified manner with as much privacy as can be reasonably afforded.
    4. Visitor pat searches will be performed by an officer of the same sex as the visitor when possible.
    5. Visitors may refuse search, and in such case, the visitor will not be allowed access to the facility.
    6. Visitors found in possession of contraband will be denied visitation. Visitors with contraband may be subject to criminal charges.
  1. No personal items will be taken past the last metal detector, including cell phones, mobile communication devices, food, beverages, and tobacco products.
  1. Residents have the right to terminate a visit or refuse any visitor.
  1. Visitors must obey all staff instructions.
  1. Visitors must conduct themselves in an appropriate manner.
  1. Profanity, loud or disrespectful comments, disruptive behavior, threats of any kind, or other inappropriate behavior will result in termination of the visit.
  1. Visitors must always remain seated during the visit.

Denial or Suspension of Visitation

  1. Visitors found to be falsely representing their identity will be permanently suspended from visiting.
  1. Any visitor appearing to be under the influence of drugs or alcohol will be permanently suspended from visiting and subject to arrest.
  1. Visitors demonstrating or exhibiting possible health hazards, as determined by medical personnel, are denied access.
  1. Visitor privileges may be permanently or suspended for a specific period as determined by the Manager.

Dress Code

Failure to comply with visitor dress requirements will result in the denial of visitation privileges until compliance is met. Secure lockers are available in the lobby area for securing security items such as car keys, gloves, coats, jackets, hoodies, hats, caps or other head coverings (excluding religious)

Unauthorized clothing includes but not limited to:

  1. Clothing that exposes the midriff, extremely tight, off the shoulder, or which exposes any part of the breast.
  1. Clothing that unduly exposes the stomach, back, shoulders, chest, midriff, or underarms.
  1. Dresses, skirts, or shorts which are more than three inches above the knee when seated. Visitors are highly urged to not wear skirts, dresses, shorts or any version thereof.
  1. Clothing associated with street gangs, or which bears obscene or distracting messages, shapes or designs.
  1. Low-cut or cut-out designs on clothing.
  1. Blouses/tops that are: Tube-tops, tank-tops, crop-tops, halter-tops, spaghetti-top blouses, sleeveless/transparent or mesh tops/blouses.
  1. Leggings/biker’s pants/bodysuits.
  1. Spandex clothing, to include swimsuit.
  1. Tight fitting sweatsuits; or
  1. Or any other clothing as deemed by any officer as inappropriate.

Clergy Visits

Members of the clergy will be permitted to visit residents on a professional basis. Clergy members are subject to the same guidelines regarding searches, behavior, personal items, electronics, records checks, and standard of dress as are public visitors.

Members of the clergy who wish to have visitation privileges with residents must complete and visitation request (place link here).  Upon receipt, staff will send an “Authorization for Release of Information,” which will be returned along with the documentation from their denomination, a valid State or Federal issued photo identification such as a driver's license, State identification card, or passport.

Clergy members may be pat searched or searched using handheld or standing scanners. Any belongings that a clergy member takes to the visiting area must be approve prior to the visit and is subject to search.
