Detention Services

 

Juveniles will be held in custody according to Oklahoma State statutes. Detention is a secure temporary setting with a program atmosphere including school, gym, art, individual and group counseling. The program is closely supervised with clear guidelines of expected and appropriate behavior from juveniles detained, pending court hearings, disposition or placement. The program is co-educational and each youngster has an individual room for sleeping. Our Facility is licensed by the Office of Juvenile Affairs.

Mission Statement

“Improving our community through prevention, diversion, intervention and empowerment with the youth and families we serve” is the mission of the Family Justice Center of the District Court of Tulsa County. As a part of the Family Justice Center, the Detention Home fulfills its responsibility to the youth, their families, the court and community by creating a legitimate, alternative pathway to adulthood through equal access to programs and services that are least intrusive, culturally sensitive and consistent with the highest professional standards.

Discipline

Discipline is a must to maintain order and provide safety and security, both emotional and physical for all residents, staff and visitors. Orientation to resident rules and regulations are read to every child at admission time. Within our facility, corporal punishment is prohibited. Verbal redirection and coaching are preferred methods of obtaining appropriate behavior; however, serious violations which threaten the safety of others may result in room confinement.

Admission

Forms are completed upon each juvenile’s admission which includes such information as name, age, address, phone number (both of youngster and of parent or guardian), a medical history summary and a property form to insure return of all valuables, money and clothing. Secondly, all youth will be given a full and thorough orientation of program rules; they will take a shower and be given Detention Home clothing. All individuals will be given a comb, brush, toothbrush and other personal hygiene items. The youngster will enter the program with other peers and staff. All personal items, valuables, money and clothing will be securely stored and will be returned upon permanent release from detention.

School

School is a mandatory part of the program and all students will be required to participate. Teachers are assigned by Tulsa Public Schools and attendance is submitted to the Education Service Center so students receive credit for the days in school. Many phases of academics and learning will be provided at the individual student’s level. Summer School is conducted during June and July. The Educational Program provides testing, assessments and tutoring to assist students in reading skills and math.

Library

Many library books and magazines are available to residents. Books are provided by the Tulsa City-County Library. Magazines and periodicals are provided by the facility.

Religious Opportunity

Sunday services will be conducted by representatives from religious organizations which are non-denominational. Resident participation is voluntary. Clergy may visit individual residents:
Weekdays: 9:00 a.m. ― 11:30 a.m. or 1:00 p.m. ― 4:00 p.m.
Weekends: 9:00 a.m. ― 11:30 a.m. or 2:30 p.m. ― 4:00 p.m.
 

Sports

A variety of sport activities are available—all of which are closely supervised by staff. This includes (but is not limited to) volleyball, basketball, Frisbee, whiffle baseball and dodge ball.

Recreation

Dayroom activities consist of a variety of table games, puzzles, ping-pong, reading and letter writing. Television is available at the discretion of the Detention Staff and programs are monitored.

Medical And Health Care Services

All medical services will be provided under supervision and standing orders issued by the facility nurse and physician. Daily sick call is conducted. Any daily medication prescribed by a doctor will be administered following prescribed standards. All medications must be clearly labeled with the following information:
Date, physician’s name, pharmacy’s name and Rx number, administration instructions and the youngster’s name. The parent or guardian must furnish refills of prescriptions.
 

Money

All meals and evening snacks will be provided; therefore, no money will be necessary for spending here. Smoking is prohibited in detention. Our entire building is “Smoke-Free”.

Telephone Calls

Residents are allowed two admission calls and two calls per week thereafter. Calls are restricted to the attorney of record, court services workers and legal guardians.

Mail

Postage is provided by the facility for residents to mail two letters a week. Parents may provide more postage stamps if desired. There is no restriction on the number of letters received. All letters received will be checked for contraband in the presence of the youth to whom it is addressed.

Who May Visit

Visiting is restricted to authorized parent(s) or legal guardians, clergy and attorneys. Due to space limitations, during regular visitation hours, no more than two visitors per resident are permitted at a time.

Rules Of Visitation

  • NO SMOKING, FOOD OR DRINK.
  • NO ITEM OF ANY KIND MAY BE GIVEN TO A DETENTION RESIDENT.
  • CONVERSATION, SWEARING OR CONDUCT THAT RESULTS IN A DISTURBANCE TO THE CHILD OR VISITORS, OR THAT AFFECTS THE ORDER AND SECURITY OF DETENTION, WILL NOT BE TOLERATED.
  • ANY VIOLATION OF THE RULES GOVERNING VISITATION WILL RESULT IN IMMEDIATE SUPENSION OF CURRENT AND FUTURE VISITATION PRIVILEGES.

Special Visitation

Visitation with a resident by relatives other than parents or legal guardians is“special visitation” . Such visitations are scheduled by and supervised by the assigned court counselors (not by detention staff) on Monday through Friday during regular court/bureau hours, which are 8:30 a.m. ― 5:00 p.m.

A Word To The Parents Or Guardians

The purpose of detention is to provide for the secure temporary custody of juveniles following arrest, prior to adjudication and following disposition of the court. Our goal is to maintain a program that is safe and secure, that meets the physical and emotional needs of children and insures that the highest “quality of life”   is provided.
