Community Intervention Center (CIC)

 

The mission of the Tulsa Area Community Intervention Center serves many functions including:

  • Assisting law enforcement officers by providing a 24-hour short term retaining facility for quick drop-off of juveniles so officers can return to their duties in the community;
  • Providing a safe and secure environment for juveniles who have been arrested;
  • Reducing recidivism of juvenile offenders by early intervention for delinquent behavior;
  • Detecting and addressing the underlying causes of delinquent or problem behavior on the front end as a preventive measure;
  • Intervening before problems escalate into chronic or more serious offenses; and
  • Creating a more effective and efficient alliance between police, parents, juvenile justice and treatment providers.

  • 1325 Total juveniles served at the CIC
  • 692 (52.2%) Juveniles admitted to the CIC
  • 540 (40.7%) Juveniles processed and diverted to the Family Center for Juvenile Justice Detention Center
  • 78 (6 %) Inappropriate (Runaway/DLM Eligible)
  • 15 (1.1%) Paperwork Only
  • 1084 Docket numbers generated for juveniles
  • 13.61 minutes – Average Law Enforcement Officer time
  • 122 Assessments scheduled; 45 assessments completed with referrals to community agencies for counseling, education, medical, mentoring, independent living, and employment resources, etc.
  • 692 of 63 (9.1%) Recidivism - admitted to the CIC

Services Provided to Law Enforcement Agencies

  • Centralized booking facility for arrested juveniles throughout Tulsa County
  • Available twenty-four hours a day, seven days per week for quick drop-off of arrested juveniles
  • Time savings - Reduction of time law enforcement officers are engaged with youth

  • Processing and maintenance of records and files for all arrested juveniles
  • Distribution of paperwork to multiple courts and records departments
  • Fingerprinting services for all arrested juveniles with felony charges
  • Detention searches of all juveniles ensuring safety of officers, staff, and juveniles
  • Confiscation of contraband turned into law enforcement officers
  • Generating court docket numbers for all Arrest and Booking forms
  • Scheduling court dates for designated District and Municipal courts countywide

Services Provided to Juveniles and Families

  • Educating juvenile offenders by providing early intervention to prevent further involvement in the juvenile justice system
  • Safe and secure facility for arrested juveniles while waiting to be released to their parents/legal guardians
  • Quick notification to parents/legal guardians of juvenile’s arrest and alleged misdemeanor and/or felony charges
  • Communication, information, and paperwork for scheduled juvenile court appearances
  • Liaison for parents/legal guardians, law enforcement officers, and the District and Municipal court systems
  • Brief assessments to determine juveniles immediate needs during the initial intake process
  • Comprehensive assessments to determine underlying causes of delinquent and problem behaviors
  • Access to community referrals to assist juveniles and families with various community support services

Services Provided to Courts

  • Scheduling of court dates for corresponding court systems
  • Distribution of Promise to Appears forms for all Municipal and District courts
  • Liaison for the courts and the parents/legal guardians
  • Updates to the court systems on juvenile participation and assessment completion
  • Coordination of information between Municipal and District Courts throughout Tulsa County

Services Provided to the Community

  • Deterring and responding to the widespread concern for juvenile crime throughout Tulsa County
  • Effectively and efficiently identifying and intervening with juveniles at risk of becoming tomorrow’s serious, violent, and chronic offenders
  • Providing safer communities by holding juveniles accountable and providing immediate consequences for their delinquent behavior
  • Community referrals to mental health and substance abuse agencies, social services programs, educational programs, and other community agencies throughout Tulsa County and the State of Oklahoma
  • Tracking trends in juvenile crime to support law enforcement, policy makers, and judicial authorities
  • Providing financial cost savings to communities
